}targets selects an item ID, #namespace:tag, or an item-ID list. Target hazardous blocks through their item.

Override the original resource ID when changing an existing binding. Each item or tag has one direct binding. Distinct tag and direct-item bindings can contribute together. Their ordering is priority, then tag before direct, then binding name.
An empty entry list clears its binding. Other tag and component-sensitive contributions continue to apply.
